I think he would, although it might take some experimentation on his part! Healing magic in his canon has more emphasis on the physical, but there is magic dealing with souls that we see Rezo using, so it feels plausible to me that he could develop techniques to treat Ziel's spirit issue.

Also since they're both kinda depressed they could mope together, idk.
