It's magitechnological, so it uses a combination of Ether Stones as a power source and a combination of magitek constructs to create a computer-like system which can be controlled and coded without the use of ether. Characters who are skilled hackers or programmers in canon will be able to use the Ethernet in a similar fashion without difficult, whether they are AU or OU. A single plot log to figure it out and the additional 100 Notoriety to finish upgrading Link's tablet is sufficient to make the connection.
