In her canon, Fuyumura is the daughter of an officer in the Red Hooves, a specialized anti-Santa task force, and a large part of her motivation comes down to wanting to ask Santa to grant the childish wish of getting her best friend back. This is a pretty key part of her characterization and I'd like to keep it, but also I'm open to tweaking the details to make the idea more setting- and tone-appropriate.

Maybe the Red Hooves could be a branch of church inquisitors whose job it is to actively suppress lingering reminders of other religions—containing artifacts of spiritual significance, demolishing shrines, finding and assassinating adherents of other religions, even slaying mythical beasts that fit into the canon of the old ways. If the lore of the "pagan faiths" is supposed to be secret from the playerbase for now, I'm fine with that! The important part is that Fuyumura somehow found out about our Santa-analogue and decided out of desperation that the granter of children's wishes was one of two possible ways of finding her friend—the other being joining the Crimson Corsairs, with the added bonus of being part of the resistance meaning that she gets to investigate pre-Divine religions and find more clues for her quest.
