You can use more mythological creatures, however, Dragons, specifically, have a certain history in the setting when they were the prior power and the Empire functionally wiped them out. So bottom line, you are able to have a Dragon-aspected character or even a true Dragon, but they need to be VERY careful so they don't get immediately killed by the Empire.
